
NOCE’s Director of Institutional Research and Planning, Dulce Delgadillo, was awarded the Rising Star Award by the California Community Colleges’ (CCC) Women’s Caucus on March 7, 2025.
This award recognizes a CCC female leader who has demonstrated exceptional accomplishments and contributions to advance the success of constituents in their college or district. Recognizing emerging and innovative leaders, the award celebrates those early in their careers for notable achievement and considers criteria such as women’s advocacy, service, mentorship, leadership, community involvement, and career achievements.
Delgadillo has excelled in multiple areas, including advocating for and mentoring women and advancing noncredit education across the CCC system. She is serving for the fifth year as co-chair of the NOCCCD Latino Faculty and Staff Association, where she creates leadership and professional development opportunities for women, particularly Latinas, in higher education. Delgadillo has also been accepted into the HOPE Leadership Institute for Latinas and serves as Board President of the Women’s and Children’s Crisis Shelter in Whittier, which provides critical education and support resources to survivors of domestic violence. Since 2019, Delgadillo has chaired the statewide Noncredit RP Workgroup, a learning community for noncredit institutional researchers across the CCC system, and in 2024, joined the RP Group Board. Delgadillo also co-founded Sisterhood for Equity, a consulting firm focused on equity-driven research and evaluation to foster policy change and leadership development.

As NOCE’s director of research, Delgadillo co-chairs the Vision 2030 Noncredit Metrics Workgroup to address the long-standing gaps in noncredit metrics. In this role she advocates for equitable representation of noncredit programming in system-wide data, policy, and funding decisions. She represents NOCE as the co-lead for technical assistance for all 71 CCCs and the K-12 system. The California Adult Education Program (CAEP) through the CCC Chancellor’s Office partners with the California Department of Education to provide support for adult learners for the K-12 and community college system. In addition to this prestigious award, Dulce has received the NOCCCD Women of DEIA Award, the NOCCCD North Star Award, and the NOCE Colleague of the Year Award.
